MAMARONECK, New York, April 16, 2020 — We offer the following announcements for today, Thursday, April 16:

NYS Department of Health LogoAll People in New York Must Wear Masks When Out In Public

Amid the ongoing COVID-19 pandemic, Governor Andrew M. Cuomo announced a new Executive Order requiring all people in New York to wear a mask or a face covering when out in public and in situations where social distancing cannot be maintained, such as on public transportation. Executive Order 202.17 requires the masks for anyone over the age of two who is able to medically tolerate it.  The requirement goes into effect at 8 p.m. on Friday, April 17.

Message Regarding COVID-19 and the Village Budget from Mayor Tom Murphy

Tom Murphy, Mayor , Village of MamaroneckI write today to bring you up to speed on how the health crisis is impacting the Village of Mamaroneck’s budget. The short answer is, very badly. By law the Village must adopt a new budget for fiscal year 2020/2021 by May 1. By a unfortunate twist of fate the Village is in the middle of crafting a new budget while also handling the fallout of battling the Corona virus.

The projection is that the Village budget, which was originally presented as a tax cap compliant budget which would fund exciting new initiatives to better serve our residents, now has a two million dollar shortfall in projected revenue. This short fall is directly related to the economic circumstances caused by COVID-19. The main drivers of this deficiency are the loss of parking meter revenue, the free fall of sales tax collections and the loss of many fees that the Village would normally have been collecting along with other non property tax revenue streams.

The Board of Trustees and the Village staff have been assessing the situation and looking at solutions and strategies to mitigate the damage and provide quality essential services while keeping our residents safe and healthy. Many hard choices will have to be made and some nonessential functions (and there are very few of these) will have to be postponed or delayed until next year.

One bright note is that the Village has a very significant “rainy day” fund that can help cushion the blow. I would offer that the current situation is more monsoon weather then just a rainy day.

I want to take a moment to thank the staff of our local government, Village Manager Barberio, Department heads, volunteers and every single employee who works for the Village of Mamaroneck. These folks have continued to do their jobs and fulfill their duties in spite of the risk and anxiety that this current crisis has presented. As residents we can all be proud of the women and men who serve this community in every department. We could not function as a society without their hard work and dedication.

Keep washing your hands with soap and water for 20 seconds. Reach out to a neighbor, friend or loved one to check in on them and to make connections for yourself. We will look out for one another and we will get through this together and become a stronger Village and nation when it is over.
