National Weather Service Issues Winter Weather Advisory

The National Weather Service has issued a Winter Weather Advisory for our area from 6:00pm this evening, Friday, March 10th, to 10:00am Saturday, March 11th. Up to around 1” of snow (with highest amounts across northern portions) are expected with accumulations mainly on elevated and grassy surfaces. The exact magnitude of snowfall may vary depending on where any snow banding sets up and surface temperatures. Please monitor weather reports from the National Weather Service and from local media for updates.

Tom Murphy PhotoThis past Friday, March 3rd, the Board of Trustees held a meeting where we met in Executive Session to discuss the contract for the Village Manager, Jerry Barberio. New York State law allows municipalities to meet in closed Executive Session to discuss personnel matters. It happens in every municipality and it is good and proper that it does.These discussions and decisions have always been made in Executive Session. The process protects both the Village and the employee. This employment decision is solely up to the Board to whom the Village Manager reports.

During that discussion, the Board—after much dialogue and thought—decided to offer Jerry a four year contract. This decision passed 4-1.

I’d like to explain my reasons for voting to extend the current arrangement. I have been involved in Village government for over two decades and the past 4 years have been transformative. Most Village Departments have been re-imagined and are running more efficiently and productively than ever. Staff are allowed to experiment with new ideas and to show initiative. This has manifested itself in greater job satisfaction for our workers, significant cost savings, and better services for our taxpayers. The phrase “that’s the way we have always done it” no longer stifles progress. Jerry was the catalyst for reorganizing how our Departments operate.

In the past 3 years, Mamaroneck has faced huge challenges from both COVID and the worst flooding in our history.

The immediate challenge that COVID presented was to make sure that all of our residents, particularly those who faced vast economic hardship, had enough to eat. I said at the beginning of the pandemic that, “No kid in Mamaroneck should ever go to bed hungry!” I believe that the Village working in tandem with our friends at the Larchmont/Mamaroneck Hunger Task Force made sure that no one was hungry. Jerry was integral in making that policy a reality.

When the catastrophic flood hit, the Village Manager and staff worked beyond the point of exhaustion to help every one of our neighbors and friends recover as quickly as possible. I can say with confidence that although we had the worst flooding on record, we had the best recovery and clean up ever. This all stemmed from the leadership team at Village Hall. When emergencies strike having an experienced hand on the rudder is essential.

In the past four years, the Village Board and the Village Manager’s office have worked hard to reach out and connect with the immigrant community and with people of color who have historically felt unheard and unseen by our government. The Village Administration has also worked hard to have our staff more closely reflect the demographics of Mamaroneck. While there is more work to be done, there has been much progress.

In my view, the Village faces two main challenges in the years ahead:

  1. Getting meaningful flood mitigation in place to protect the lives, property, and peace of our community—the cornerstone of which is shepherding the Army Corps of Engineers plan to conclusion.
  2. Increasing the affordable housing stock in Mamaroneck so that the diversity that we all cherish will be preserved. Folks whose families built this community should have a chance to remain in Mamaroneck.

While these are not the only issues we face, they are issues that absolutely require a skilled and strong manager to see through to fruition.

No person is perfect, myself especially included. We all have our strengths and weaknesses. When I was making this decision, I was genuinely motivated by what I thought was best for the Village, both in the short and long term. Using that criteria, it was an easy choice to vote to continue with Jerry as our Village Manager. He has a track record of accomplishment and I’m confident he is the right person to steer through the perilous days ahead.

A Note about Village Meetings

As of September 13, 2022, Governor Hochul's Executive Order 11.9, which allowed for the videoconferencing option for public meetings, ended. IN PERSON public meetings of the Village of Mamaroneck (Boards, Commissions, and Committees) are now being held. The elected or appointed members of these public bodies must attend these meetings IN PERSON. When an elected or appointed member of a public body cannot attend the meeting in person, the Village of Mamaroneck may hold remote meetings through the use of videoconferencing per Local Law 4-2022.

Meeting locations can be found on the Village’s online calendar. Members of the public who wish to participate in these meetings may also attend these meetings IN PERSON. Occasionally, and at the discretion of the Chair and/or Trustee Liaison of the public body, videoconferencing (i.e. Zoom) may be available and publicized on the Village’s online calendar should members of the public wish to participate in the meeting through videoconferencing. 

As always, meetings for the Village’s Board of Trustee as well as the Land Use Boards (the Board of Architectural Review, the Harbor and Coastal Zone Management Commission, the Planning Board, and the Zoning Board of Appeals) can be viewed on LMC Media or via LMC Media’s YouTube Channel.

Latest Draft of the Village of Mamaroneck’s 2023 Comprehensive Plan Is Now Available for Public Review - Comment Period Ends Tuesday, March 21

The latest draft of the Village of Mamaroneck’s 2023 Comprehensive Plan is now available for public review and feedback (click here to download). This draft updates the prior version that was published in November 2020.

Please submit comments (and/or questions) to contact@planvom.org by Tuesday, March 21. You may comment on a single chapter of interest or on multiple chapters.

Once the comment period is over, the next steps will be to review the comments and then prepare a final version of the 2023 Comprehensive Plan for adoption at a public hearing anticipated for the end of April 2023. For more information, please visit www.planvom.org.


SOLD OUT: Spring Egg Hunt on the Beach - Saturday, April 1

The Village of Mamaroneck Parks and Recreation Department, in conjunction with Village of Mamaroneck PBA, presents its second annual Spring Egg Hunt! Celebrate the arrival of Spring on Saturday, April 1st, from 11:00am to 1:30pm, at the Stephen E. Johnston Beach in Harbor Island Park. Children will enjoy activities including seed planting, face painting, and egg hunting! A unique, interactive bubble performance will be playing at the event for your child’s enjoyment. Making his annual appearance, Cottontail the rabbit will be hopping around and will be available for photos with the children.

The Spring Egg Hunt event is FREE and available to Village of Mamaroneck residents ONLY. Spring Egg Hunt bags will be provided. To participate in the program, online pre-registration is required. (This event is SOLD OUT.)  Participants must be available for the rain date on Saturday, April 8th.

Village of Mamaroneck Day Camp at Harbor Island Park

Online registration for the Village of Mamaroneck Day Camp (VMDC) is now open to Village of Mamaroneck residents. Registration opens to non-Village of Mamaroneck residents on Monday, March 13, 2023. If you are uncertain about your household's municipality, please call the Parks & Recreation Department at (914) 777-7784.

VMDC at Harbor Island Park will operate from June 26th to August 4th, Monday through Friday, between 9:00am and 3:00pm. There will be no camp on Tuesday, July 4th in honor of the Independence Day holiday. Early Morning Drop-off and Extended Day programs are available if you register for them. Camp registration is open to children age four (by the start of camp season) to teens who will be entering 9th grade in the fall of 2023.

Johnston Pavilion at Harbor Island Park. Empty Slips at the Marina Available for Rent

Empty slips at the marina for boats of varying sizes are now available for rent. The Village of Mamaroneck Harbor Master oversees and administers all vessels located within the waterways of Harbor Island, assigns each applicant a slip space, and is responsible for maintaining records of dock and mooring assignments. If you are interested in reserving a slip, please contact Jeff LaRusso or Kristen Salov at the Harbor Master’s Office at (914) 777-7744.

County Executive George Latimer Signs Legislation Making Single-Use Plastic Foodware Only Available Upon Request

Following the Westchester County Board of Legislators unanimous passage on Monday, March 6, County Executive George Latimer is immediately signing into law a measure aimed at further reducing the amount of plastics in the County’s waste stream. The new measure will be signed into law at a ceremony hosted outside of the Board of Legislators Chambers with the main sponsors of the legislation Legislator Erika Pierce and Chairwoman Catherine Borgia. The law states that:

  • No food service establishment shall provide single-use foodware or condiment packets to any dine-in or take-away customer unless specifically requested;
  • Any single-use plastic beverage stirrers or single-use plastic beverage “splash sticks” are no longer permitted. Retail food stores may sell packages or boxes of single-use plastic beverage stirrers or single-use plastic beverage splash sticks to their customers;
  • Lastly, when requested, single-use foodware items or condiment packets must be provided individually and not in a package containing multiple items.

TSA PreCheck® Enrollment Coming to Westchester County Airport (HPN) For Limited Time March 27 to March 31

TSA PreCheck® is the Transportation Security Administration’s (TSA) expedited security screening program for airline passengers who are considered low-risk and who qualify for the program. From Monday, March 27 through Friday, March 31, Westchester County Airport (HPN) will be working with the TSA in collaboration with IDEMIA to offer travelers the opportunity to enroll in the TSA PreCheck® program here in Westchester. This special five-day enrollment period will be available daily at Westchester County Airport at 240 Airport Road in White Plains from 9 a.m. to noon and 1 to 5 p.m. in the terminal arrivals area near the baggage claim carousel. PSC Solicits Public Comments on ConEd Rate Case

The New York State Public Service Commission (PSC) has issued a notice soliciting public comment in connection with Con Edison’s proposed rate hike. 

The proposal would establish new rate plans for 3 years from 1/1/2023 through 12/31/2025 and would provide “levelized increases in revenues for the Company’s electric and gas delivery services.”

Comments are requested by April 7, 2023, but will continue to be accepted while these cases remain pending before the PSC.

Written comments will become part of the record considered by the PSC and may be accessed on the Department of Public Service website by searching the case numbers, as described below, and clicking on the “Public Comments” tab.

Comments should refer to one or both of the following: “Case 22-E-0064 (Con Edison electric rates)” or “Case 22-G-0065 (Con Edison gas rates).”

Child Care Council of Westchester - Get Help to Find/Pay for Child Care

Families who need help paying for daycare or after-school care should contact the Child Care Council of Westchester. This nonprofit organization administers the County’s Westchester Works Child Care Scholarship and other financial assistance for families who qualify. The scholarship has high income-limits – up to $92,120 for a family of three – and covers 50-60% of the cost of care. The Child Care Council can also help you find a safe, reliable child care provider to meet your family’s individual needs. All services for parents are free!
