Parallel Flood Mitigation Work

Dear Friends,
Village crews are in the rivers of our community everyday, weather permitting, working to make sure that areas that have historically been flood choke points are free of obstructions. They are using the newly purchased excavator and are working in tandem and with permission of State and Federal regulators.
The Village is committed to doing all that we can to mitigate flooding before the Federal government starts the Army Corps project, hopefully by the end of the year.
Below are before and after shots of the Grove St. bridge. This is one of the many areas where we have been and will be working to make sure that flood waters flow unimpeded to the Sound. They also replaced a clogged storm water pipe while they were in this area.
I want to thank the Village staff for their commitment to keeping our residents safe. The Village Board will be voting at the next meeting to buy equipment to provide an early warning system to alert our residents of potential flooding in real time. While there is no guarantee against the vagaries of climate change we will do all we can to mitigate its destructive effects. Protecting our residents from flooding is the Village government’s number one priority.

The Village of Mamaroneck wants to thank Tramps Like Us for performing at Harbor Island Park this past Wednesday, August 9th! Special thanks as well to the Emelin Theatre, the Village of Mamaroneck Arts Council, the Village of Mamaroneck Parks and Recreation Departments, as well as all the employees, groups, volunteers, and individuals who made yesterday's concert a success!
And thank you to all who attended and came out for a great evening of music on the sound!

Update on the Comprehensive Plan; Public Hearing Resumes on August 14
Adopting a Comprehensive Plan involves a number of steps, including a referral to the County Planning Board for review, a referral to the Harbor & Coastal Management Commission (HCZMC) for advisory consistency review, an environmental review under the State Environmental Quality Review Act (SEQRA), and a public hearing.
The Village submitted the 2023 Comprehensive Plan (Public Hearing Draft - May 18, 2023) to the Westchester County Planning Board and, on July 7, the Village Planner presented the draft to the County Planning Board. The Village later received this letter from the County Planning Board. The County Planning Board was complimentary of the draft, but also provided several suggestions on various topics that will be reviewed by the Village Planner and the Village Board of Trustees (BOT).
On July 12, a public hearing was held for the Comprehensive Plan. The public hearing was kept open and continued on July 26. The public hearing will resume on August 14. In the meantime, drafts of the Environmental Assessment Form (EAF) parts 1, 2 & 3 have been prepared and the BOT is awaiting the results of HCZMC’s review.
Comments that were presented during the public hearings and received via e-mail have been compiled into a table and are currently being evaluated. This table will be posted after all of the comments have been evaluated and responded to by the Village Planner and reviewed by the BOT.

SOLD OUT: Kayak Summer Camp (Town/Village): Monday, August 14 through Thursday, August 17

This camp, in cooperation with the Town of Mamaroneck, is designed to introduce participants to the sport of kayaking. Participants will learn important skills including water safety, regulations, paddling techniques and what to do if they tip over their kayak. Each day we will be exploring how to have fun on the water while exploring the coastline and waterways in the Mamaroneck and Larchmont areas. Kayaks and personal floatation devices will be provided. Family Camp Out: Saturday, September 9 into Sunday, September 10
Pack your tents and sleeping bags for the Village’s 19th annual Family Camp Out! Spend a night in the great outdoors at Harbor Island Park on Saturday, September 9th into the 10th, on Pavilion Field. Family Camp Out includes an outdoor movie, “DC League of Superpets,” with s'mores over the fire, hot chocolate, cornhole, and other outdoor games. Grills and propane will be provided for your use. BRING your own tent gear, food, and BBQ utensils. NO alcoholic beverages are permitted. ALL children MUST be accompanied by an adult. Pre-registration is required, tent spaces are limited. Spotted Lanternfly
Multiple reports from Mamaroneck and all over Westchester of the Spotted Lanternfly have been submitted to the State's Department of Agriculture and Markets
Lycorma delicatula, or Spotted Lanternfly (SLF), is an invasive plant hopper from Asia. In the United States, it was first found in Pennsylvania in 2014. Spotted Lanternfly has been found in New York State. SLF threatens the agriculture and forestry industries, and is also a nuisance pest. The nymphs and adults feed on over 70 different plants with piercing sucking mouthparts.

- You can help the Department of Agriculture and Markets by reporting SLF immediately after it is found. Follow these steps:
- Take a photo
- Collect a sample and place it in a freezer or in a jar with rubbing alcohol or hand sanitizer
- Contact the SLF responders
After you have reported SLF in your area and collected a sample, you should kill any additional SLF you see by stepping on it or crushing it.
2023 Mosquito Season
The Village of Mamaroneck is actively monitoring for mosquito activity as part of our Village’s mosquito control program. Since 2019, the Village has been using Bacillus thuringiensis subspecies israelensis (Bti), a naturally occurring bacterium found in soils, in order to treat the Village’s catch basins and the marshes in the Shore Acres neighborhood*. Bti is an effective tool that reduces the mosquito population while minimizing the amount of pesticide materials being sprayed or “fogged” into the air. Click here to read more.

Leaf Blowers Prohibited (Until September 30)
Beginning on Monday, May 15th, the operation of leaf blowers, per the Village of Mamaroneck's Leaf Blower Law, is prohibited until September 30. This includes ALL leaf blowers including gas, electric AND vacuum. Furthermore, Westchester County law requires that landscaping contractors be registered with the County and that leaf blowers meet County emissions regulations. Leaf Blower Education Campaign
During the month of May, the Village of Mamaroneck’s Department of Public Works, Police Department, and the Committee for the Environment reminded residents with a door hanger educational campaign about the restrictions on using Leaf Blowers in the Village. On one side is information for landscapers and property owners about our local law restricting the use of ALL Leaf Blowers between May 15 and September 30. Violations by owners and landscapers are subject to fine. Flip the door hanger and on the other side the Village’s Committee for the Environment offers alternative methods, such as mowing leaves, mulching them, or composting them. Our thanks to the Village's Committee for the Environment for leading this education campaign.
Village of Mamaroneck Tree Law
Trees help sustain an ecological system that provides climatic advantages to people and wildlife alike: cooling the air, buffering the wind and providing a natural barrier to noise. Conserving these natural assets was the impetus behind a decision by the Village of Mamaroneck's Board of Trustees (with support from the Tree Committee) to vote on and enact a new tree law. On October 12, 2021, the Village passed a local law making property owners in the village responsible for the maintenance of trees on their property, including their removal. The penalty for failing to follow this new law is a fine or $1,050 or more. The law is intended to preserve our trees, which provide numerous benefits, including the reduction of air pollution, increase to the tree canopy, and the improvement of the drainage and maintenance of a healthy eco-system. Studies show that a minimum tree canopy cover of 40% is the threshold needed to reap the full benefits of trees. A goal of the Board of Trustees, supported by the Tree Committee, is to achieve this minimum tree canopy coverage and maintain it on an ongoing basis. The Tree Committee as well as the Building Department has put together the following resources to help educate and inform residents about our Village's Tree Law.

Harbor Island Park Beach & Parking Passes Now On Sale
Harbor Island Park seasonal beach and parking pass sales are now on sale. Individuals interested in purchasing a seasonal beach and/or parking pass can do so in person, Monday to Friday, between 9:00 a.m. and 4:00 p.m. at the Parks & Recreation office located in the Stephen E. Empty Slips at the Marina Available for Rent
Empty slips at the marina for boats of varying sizes are now available for rent. The Village of Mamaroneck Harbor Master oversees and administers all vessels located within the waterways of Harbor Island, assigns each applicant a slip space, and is responsible for maintaining records of dock and mooring assignments. If you are interested in reserving a slip, please contact Jeff LaRusso or Kristen Salov at the Harbor Master’s Office at (914) 777-7744.

The Mamaroneck Public Library needs your help. The Village of Mamaroneck has agreed to loan the Library $1.4 million to remain open, but the loan will need to be repaid in one year. Penn Station Access Outreach
Penn Station Access is a public works project planned by the Metropolitan Transportation Authority (MTA). The goal of the project is to allow Metro-North Railroad commuter trains on the New Haven Line (which includes trains that travel to/from Mamaroneck) to access Penn Station on Manhattan's West Side. Currently, Metro-North trains to/from Mamaroneck can only access Grand Central Terminal on Manhattan's East Side.

Stay up to date on how Penn Station Access will bolster equity, regional connectivity, and reliability by providing a new transit option.
