Village Manager's Emergency Declaration Re: Rodents in Washingtonville

I want to clarify some information about the Village Manager's recent emergency declaration to assist our residents in Washingtonville who have been seriously plagued by rats. The situation in Washingtonville is a consequence of the flooding that happened during Hurricane Ida.

Let me explain, after Ida many properties were abandoned and neglected which provided a perfect environment for the breeding of rodents. Other properties in the area have absentee landlords who do not properly maintain their buildings which also provides prime breeding ground for vermin.

We received dozens of complaints from residents in Washingtonville which were substantiated by our staff. Since many of these properties were abandoned or severely neglected, we could not get owner cooperation to address the rodents at their source. Hence, the Village Manager declared an emergency which allows us to access properties and directly attack the vermin. We have hired a professional exterminator who has developed an aggressive battle plan that will address our specific problem. The only silver lining to this problem is that since it was flood related we will submit the bills to FEMA.

To date the program has been making progress and the reports of sightings have been steadily falling. We will keep at it until the situation is resolved.

This special tactic was needed to address the particular situation in Washingtonville. We realize there are rodent sightings in other areas and we will address those using the standard procedure which is also effective.

If you see a rat in your area, call the Building Department at (914) 777-7731. A code enforcement officer will be sent out to investigate. When the source of the problem is located, they will notify the owner and develop a plan to deal with the issue.

I live on Richbell Rd. and last year that area was infested with rats. The Village worked with the Coop Boards and the businesses in the area to address the issue and today I can report that I haven’t seen a rodent in months.

So please, if you see rodents, report the sighting immediately. Remember to keep your garbage in cans with lids. Inspect your property for any burrowing or other signs of rodents activity.

No one should have to live with rats. We will stay vigilant and keep working to keep the community safe and clean.

Labor Day - All Non-Emergency Village Offices Closed on Monday, September 4

All Non-Emergency Village offices are closed in honor of Labor Day. There will be no garbage, organic, food scrap, rubbish, or recycling collection on Monday, September 4th. The Recycling Center, including the Compost Drop-Off Program, at 313 Fayette Avenue and the Marine Education Center at Harbor Island Park are also closed.


2023 Beach Season Ends on September 4 at 5:30pm

The 2023 Beach Season ends at 5:30pm on Monday, September 4th (Labor Day). Beginning Tuesday, September 5th, the beach gate at the Stephen E. Johnston Beach at Harbor Island Park will be open from 7:00am to dusk. Beach visitors are welcome to walk and sit on the beach when the gate is open. Please note that swimming is prohibited and the beach will not be staffed until the Summer 2024 Beach Season. Also beginning on Tuesday, September 5th, parking in Harbor Island Park is FREE. Family Camp Out includes an outdoor movie, “DC League of Superpets,” with s'mores over the fire, hot chocolate, cornhole, and other outdoor games. Grills and propane will be provided for your use. Spotted Lanternfly

Multiple reports from Mamaroneck and all over Westchester of the Spotted Lanternfly have been submitted to the State's Department of Agriculture and Markets

Lycorma delicatula, or Spotted Lanternfly (SLF), is an invasive plant hopper from Asia. In the United States, it was first found in Pennsylvania in 2014. Spotted Lanternfly has been found in New York State. SLF threatens the agriculture and forestry industries, and is also a nuisance pest. The nymphs and adults feed on over 70 different plants with piercing sucking mouthparts.

After you have reported SLF in your area and collected a sample, you should kill any additional SLF you see by stepping on it or crushing it.


2023 Mosquito Season

The Village of Mamaroneck is actively monitoring for mosquito activity as part of our Village’s mosquito control program. Since 2019, the Village has been using Bacillus thuringiensis subspecies israelensis (Bti), a naturally occurring bacterium found in soils, in order to treat the Village’s catch basins and the marshes in the Shore Acres neighborhood*. Bti is an effective tool that reduces the mosquito population while minimizing the amount of pesticide materials being sprayed or “fogged” into the air. Click here to read more.

Leaf Blowers Prohibited (Until September 30)

Beginning on Monday, May 15th, the operation of leaf blowers, per the Village of Mamaroneck's Leaf Blower Lawis prohibited until September 30. This includes ALL leaf blowers including gas, electric AND vacuum. Furthermore, Westchester County law requires that landscaping contractors be registered with the County and that leaf blowers meet County emissions regulations. During the month of May, the Village of Mamaroneck’s Department of Public Works, Police Department, and the Committee for the Environment reminded residents with a door hanger educational campaign about the restrictions on using Leaf Blowers in the Village. On one side is information for landscapers and property owners about our local law restricting the use of ALL Leaf Blowers between May 15 and September 30. Violations by owners and landscapers are subject to fine. Flip the door hanger and on the other side the Village’s Committee for the Environment offers alternative methods, such as mowing leaves, mulching them, or composting them. Our thanks to the Village's Committee for the Environment for leading this education campaign.


Village of Mamaroneck Tree Law

Trees help sustain an ecological system that provides climatic advantages to people and wildlife alike: cooling the air, buffering the wind and providing a natural barrier to noise. Conserving these natural assets was the impetus behind a decision by the Village of Mamaroneck's Board of Trustees (with support from the Tree Committee) to vote on and enact a new tree law. On October 12, 2021, the Village passed a local law making property owners in the village responsible for the maintenance of trees on their property, including their removal. The penalty for failing to follow this new law is a fine or $1,050 or more. The law is intended to preserve our trees, which provide numerous benefits, including the reduction of air pollution, increase to the tree canopy, and the improvement of the drainage and maintenance of a healthy eco-system. Studies show that a minimum tree canopy cover of 40% is the threshold needed to reap the full benefits of trees. A goal of the Board of Trustees, supported by the Tree Committee, is to achieve this minimum tree canopy coverage and maintain it on an ongoing basis. The Tree Committee as well as the Building Department has put together the following resources to help educate and inform residents about our Village's Tree Law.

Empty Slips at the Marina Available for Rent

Empty slips at the marina for boats of varying sizes are now available for rent. The Village of Mamaroneck Harbor Master oversees and administers all vessels located within the waterways of Harbor Island, assigns each applicant a slip space, and is responsible for maintaining records of dock and mooring assignments. Penn Station Access Outreach

Penn Station Access is a public works project planned by the Metropolitan Transportation Authority (MTA). The goal of the project is to allow Metro-North Railroad commuter trains on the New Haven Line (which includes trains that travel to/from Mamaroneck) to access Penn Station on Manhattan's West Side. Currently, Metro-North trains to/from Mamaroneck can only access Grand Central Terminal on Manhattan's East Side.

The latest Penn Station Access project quarterly newsletter was sent last week. Stay up to date on how Penn Station Access will bolster equity, regional connectivity, and reliability by providing a new transit option.
