Message about Tropical Storm Nicole
According to the National Weather Service, Tropical Storm Nicole is forecast to become absorbed into a larger frontal system as it approaches our area TOMORROW, Friday, November 11th, and into Friday night. This will bring widespread rainfall, locally heavy at times, as it moves across the region late Friday and into early Saturday morning, November 12th. Forecast rainfall amounts could range from 1.0- to 1.5- inches with a worst case scenario of locally 2.0- to 2.5- inches. The probability of receiving greater than 1-inch of rain in a 6-hour period Friday night into early Saturday morning is about 10-20 percent. Because of the Fall season, our DPW employees are making sure drains are free of any leaves. You can help. PLEASE DO NOT RAKE OR BLOW LEAVES INTO THE STREET. Doing so presents a safety hazard and flooding concern when leaves are washed into storm drains.
Village officials, along with officials at the Westchester County Office of Emergency Management and the National Weather Service, will continue to monitor these weather trends and we will communicate more should it be necessary. Please monitor local media for up-to-date weather forecasts. In advance of this event, please note the following:
- Beginning at 4:00pm on Friday, November 11th, until Sunday, November 13th, the Village Manager has authorized FREE PARKING on the Hunter Tier Lot on Prospect Avenue (across from the Village’s Police Station) and the Parking Lot along Phillips Park Road. Residents who normally park their vehicles in the Village’s flood prone areas can move their vehicles to these parking lots. Also, remember the parking lot at Harbor Island Park is free this time of year.
- There will likely be a period of strong, gusty winds with this event Friday night into early Saturday. Wind gusts 35 to 45 mph are possible. Please bring inside (or tie down) any items that could be impacted by high winds.
- Marine impacts are probable with this system Friday into Saturday with a period of elevated seas and gale-force winds. Minor beach erosion is also possible.

PLEASE DO NOT RAKE OR BLOW LEAVES INTO THE STREET. Doing so presents a safety hazard and flooding concern when leaves are washed into storm drains. Obstructions of the street is a violation of the Village Code (see Section 200-2 B, Section 200-2 C, Section 200-5 C, and Section 200-6). Fines of up to $250.00 per day will be issued if property owners and landscapers use the street to store/pile leaves. Leaves should be piled on the grass strip between the sidewalk and the street.
- While not required, bagging leaves will also help them from being blown into the street.
- We also recommend mulching-in-place.

A Note about Village Meetings
As of September 13, 2022, Governor Hochul's Executive Order 11.9, which allowed for the videoconferencing option for public meetings, ended. IN PERSON public meetings of the Village of Mamaroneck (Boards, Commissions, and Committees) are now being held. The elected or appointed members of these public bodies must attend these meetings IN PERSON. When an elected or appointed member of a public body cannot attend the meeting in person, the Village of Mamaroneck may hold remote meetings through the use of videoconferencing per Local Law 4-2022.
Meeting locations can be found on the Village’s online calendar. Members of the public who wish to participate in these meetings may also attend these meetings IN PERSON. Occasionally, and at the discretion of the Chair and/or Trustee Liaison of the public body, videoconferencing (i.e. Zoom) may be available and publicized on the Village’s online calendar should members of the public wish to participate in the meeting through videoconferencing.

Veterans Day - TOMORROW, Friday, November 11
All Village offices are closed TOMORROW, Friday, November 11th, in honor of Veterans Day. There will be no garbage, organic, rubbish, or recycling collection on Friday, November 11th. In addition, the Recycling Center, including the Compost Drop-Off Program, at 313 Fayette Avenue is closed and the Marine Education Center at Harbor Island Park is also closed. Happy Founders Day to the Village of Mamaroneck - Wednesday, November 16
The Village of Mamaroneck was incorporated on this date - November 16th - in 1895. Residents on either side of the Mamaroneck River realized that the growing community needed services to develop from a rural farming community to a healthy commercial village.
All Village Offices are OPEN. Normal garbage/rubbish pickup will take place as scheduled.

Turkey Trot and Gobbler Race - Sunday, November 20
Register by 11/19 and SAVE!!!
The Village of Mamaroneck Parks and Recreation Department welcomes runners and spectators for the 56th annual Turkey Trot and Gobbler Race! The event will be held on Sunday, November 20th at Harbor Island Park. Race day registration opens at 8:00am. The 1-mile Gobbler Race will begin at 9:45am and the 5K Turkey Trot will begin after completion of Gobbler Race. All registrants will receive a free t-shirt and medal. 2-Hour Parking Meters Will Be Bagged Beginning Wednesday, November 23
FREE 2-Hour Parking from November 23rd to December 27th. Please shop and support our local businesses in Downtown Mamaroneck!
2-Hour Parking Pay Meters will be bagged on Mamaroneck Avenue and multi-space machines in parking lots will be suspended from November 23rd to December 27th. Please come down to the Ave and Downtown Mamaroneck and shop and support our local businesses!
(Please note, the 2-hour limit remains in effect. Also, this does not apply to long term parking meters around the Mamaroneck Train Station.)

Holiday Ornament Decorating
The Village of Mamaroneck Recreation Department welcomes Village residents to celebrate December’s festivities in the Holiday Ornament Decorating program. Children registered for the program will receive a holiday ornament and all paint supplies, delivered by Recreation staff to their home to be decorated. Paint your ornament in festive colors and deliver completed ornaments to the "Holiday Mailbox" located in front of the Recreation Office in the beach pavilion at Harbor Island Park. All completed ornaments must be submitted by NO LATER THAN December 5th. Completed ornaments submitted by December 5th will be hung on the Village’s tree for the Holiday Tree Lighting event to be held on December 10, 2022 at 6:00 p.m. in Harbor Island Park. Fall Clean & Green Day
The Village of Mamaroneck's Committee for the Environment (CftE) hosted a successful Fall Clean and Green Day event last Saturday, November 5. Over 150 volunteers participated. "I want to thank my fellow members of the Village's Committee for the Environment as well as the Village employees for their help in making Clean and Green Day possible," said CftE Chair Ellen Silver. "Most importantly, I want to thank all the Clean and Green Day volunteers for offering their time and service in picking-up litter and beautifying our Village."

First Responders Resident Alert Registry
The Village of Mamaroneck's Police Department wants to learn about any special needs you or a family member may have in order to better serve you in case of an emergency. Should the Village's First Responders (Police, Fire, or EMS) need to respond to a residence/location where a person with special needs resides, being part of this registry will help better equip first responders for all types of special needs circumstances.
Information shared is strictly VOLUNTARY. This is a comprehensive form. If you do not wish to provide specific information, feel free to leave those items blank. Please provide as much information as you deem applicable. Personal information will remain CONFIDENTIAL and protected according to federal HIPAA regulations. It will not be used or result in the alteration or change in standard Police, Fire or EMS emergency procedures. It is the responsibility of each resident to inform the Police Department of any changes or updates to the information provided. Information registered in the First Responders’ files will be kept until asked to remove it.

2023 Sanitation Schedule Is Now Available Online
The 2023 Sanitation Calendar is now available online. This one-page overview includes dates when garbage collection is suspended as well as dates for recycling collection, organic waste collection, and loose curbside leaf collection. U.S. Army Corps of Engineers Provides Update to Village's Board of Trustees
On Tuesday, October 11, the U.S. Army Corps of Engineers and the New York State Department of Environmental Conservation provided an update on the Mamaroneck & Sheldrake Rivers Flood Risk Management Project at the Village's Board of Trustees Work Session. NYS Governor's Office of Storm Recovery Hurricane Ida Action Plan
At the September 14th One-Year After Hurricane Ida Community Meeting, a representative from the Governor's Office of Storm Recovery (GOSR) presented on the Hurricane Ida Community Development Block Grant-Disaster Recovery (CDBG-DR) Action Plan and Program Design. $41.2 Million has been appropriated to NYS Counties outside of New York City. 80% of these funds must be spent in Westchester County and is prioritized for Low-to-Moderate Income Applicants. We encourage our residents, local non-profits, and community groups who were impacted by Hurricane Ida to read the plan and learn about how they can avail from the plan's benefits.

Eligibility for the Disaster Case Management Program (DCMP) is now open to anyone who was affected by Hurricane Ida with a continued unmet need in Public Assistance or Individual Assistance. Operation of Leaf Blowers Is Now Permitted (Until May 14, 2023)
Beginning on October 1st, Leaf Blowers are allowed in the Village of Mamaroneck. The operation of leaf blowers, per the Village of Mamaroneck's Leaf Blower Law, is permitted from October 1st to May 14, 2023.
PLEASE DO NOT PILE LEAVES OR GRASS AT THE CURB OR ON MEDIANS OR ISLANDS ON YOUR STREET. The Village's Department of Public Works (DPW) Leaf Pickup Schedule for 2022 can be found here. Keep in mind that the although DPW makes every attempt to adhere to this schedule, collection may be a day or two ahead or behind of schedule schedule depending on the weather.
Love the autumn but dread the annual leaf cleanup? This fall season, try something different. Instead of spending untold hours (or dollars) blowing, raking, or dragging leaves, try mulching-in-place. Also, try leaving un-mulched leaves in flowerbeds and under trees. These undisturbed leaves protect beneficial insects like butterflies and fireflies. Village of Mamaroneck Tree Law
Trees help sustain an ecological system that provides climatic advantages to people and wildlife alike: cooling the air, buffering the wind and providing a natural barrier to noise. Conserving these natural assets was the impetus behind a decision by the Village of Mamaroneck's Board of Trustees (with support from the Tree Committee) to vote on and enact a new tree law. On October 12, 2021, the Village passed a local law making property owners in the village responsible for the maintenance of trees on their property, including their removal. The penalty for failing to follow this new law is a fine or $1,050 or more. The law is intended to preserve our trees, which provide numerous benefits, including the reduction of air pollution, increase to the tree canopy, and the improvement of the drainage and maintenance of a healthy eco-system. Studies show that a minimum tree canopy cover of 40% is the threshold needed to reap the full benefits of trees. A goal of the Board of Trustees, supported by the Tree Committee, is to achieve this minimum tree canopy coverage and maintain it on an ongoing basis. The Tree Committee as well as the Building Department has put together the following resources to help educate and inform residents about our Village's Tree Law.

Food Scraps Pick Up Program Continues
Residents who live in single-family homes can register for the Food Scraps Pilot Pick-Up Program. To be placed on the food scraps pick-up list (or if you have any questions about the program), please call the Village’s Department of Public Works (DPW) at 914-777-7745. You will be asked to provide your name, address, phone number, and email address. We also put together this webpage to help subscribers prepare their Food Scraps bucket for pickup.
Please note that the Village’s Recycling Center at 313 Fayette Avenue will continue to be CLOSED on Wednesdays.
REMINDER: Food scraps MUST be placed in compostable bags, which must then be placed in a closed container.

NOTICE: Rising Winter Energy Bills
A Con Edison press release from September 9, identified that energy bills this winter are likely to rise and urged residents to take steps in advance of the winter to conserve energy.
Con Edison estimates that a Westchester County customer using the average of 600 kilowatt hours a month will see an average bill of $203 per month, a 27% increase compared to the $160 bill they would have seen in winter of 2021. A small commercial customer in Westchester using an average of 583 kilowatt hours per month will see an average bill of $238, an increase of 23% compared to the $194 bill they would have seen in winter of 2021.
Con Edison attributes these increased prices to increased costs in the supply of natural gas; power generation plants in our region largely utilize natural gas in order to produce energy.

This press release includes possible resources which customers can rely on, including access to payment plans, discounts for those who receive benefits from certain government programs, energy saving tips, and energy efficiency incentives for upgrades customers make to their homes.
